Dr. David McArdle, MD
Medical Director
Dr. McArdle serves as Operating Medical Director for Aquila Medical Services, bringing decades of emergency medicine and pre-hospital care expertise to the organization. As a Board-Certified Emergency Physician, he combines clinical excellence with operational leadership.
Dr. McArdle is a founding member of Mutual Aid Ambulance Service in western Pennsylvania and maintains a lifelong commitment to fire service as a life member of Engine & Rescue 3, Greensburg Fire Department. His dedication to public safety extends to law enforcement, where he serves as a Colorado POST certified Peace Officer. In 2003, the Denver Police Department honored him with the Distinguished Service Cross for apprehending suspects while off duty.
His leadership in EMS policy is nationally recognized. As immediate past Chair of the Police Physicians Section for the International Association of Chiefs of Police, Dr. McArdle has shaped critical collaborative frameworks between fire, police, and EMS services. He recently contributed to the National Association of EMS Physicians' Consensus Statement on managing Acute Behavioral Emergencies, advancing integrated approaches to complex pre-hospital scenarios.
Mark Wilcox
Director of EMS Partnerships and Developmenmt
Mark Wilcox leads strategic partnership development and EMS network expansion for Aquila Medical Services. His role focuses on building collaborative relationships with EMS providers nationwide and driving innovative strategies that enhance patient care across the healthcare continuum.
Mark brings proven leadership in EMS operations and organizational growth. Most recently, he successfully guided Mountain States EMS through a strategic transformation, culminating in the company's successful sale in early 2024. This achievement demonstrates his ability to position EMS organizations for sustained impact and operational excellence.
Throughout his career, Mark has championed service excellence while forging meaningful partnerships across the EMS community. His deep understanding of system integration and collaborative solutions makes him instrumental in advancing AMS's mission. He focuses on identifying strategic alliances, nurturing stakeholder relationships, and leading cross-sector initiatives that strengthen coordination and readiness across all service levels.
